Hard to tell from your description, I'd almost have to see it.
Could be......
Residue from aphids
Cobwebs from spiders
Dust, actually, if it's dusty out and traffic is working it up.
Mildew, as you describe it, or a fungus,
Deposits from water if you've been watering it with a garden hose on spray.
A bagworm infestation.
Some combination of the above factors.

Also, we'd need to know more about the conditions, like, is it very dry, is it very hot, etc. Main thing is......does it look like it's hurting the plant? If it's not, you don't have much to worry about.

If you touch it and some of it flies around then I'd say it's white flies. If it stays still it's probably powdery mildew or maybe it's woolly aphids. When that happens to me , I start by putting a little dish soap mixed with a lot more water, put it in a sprayer (like you buy in a drug store...nothing fancy.) Then spray them all over. If it hasn't changed in a day then you'll have to get a fungicide, unfortunately.

spray with a fugecide as this could damage the seedlings if left untreated.
