Improve your credit, or get a new credit card. Personally, I say pay off the card every month so you don't have to worry about APR.

Ask. Seriously. If the account is in good standing call the company and ask for a lower APR. Bonus points if you've been a longtime customer with little to no problems. If you have to, tell them you got another offer with a lower APR and would they be willing to match it to keep your business?

the best way to lower your apr on your credit card is to pay it in full when you get the statement. you'll have a 0% apr

Pay off your balance and then call your credit card company to cancel the card. The service reps are trained to stop you from canceling your account and they will negotiate with you to lower APR and other options.
Otherwise, you will have to hire non-profit org that will have to consolidate your debt and re-negotiate your APR or payments on your behalf.

You could transfer the balance (or at least part of it) to another credit card that is offering a lower rate. Look at http://preferred.ecreditdirectory.com/categories/balance_transfer_credit_cards for a list of cards.

It doesn't hurt to call the credit card company and ask them to lower it. They used to do it just because you asked, but I don't think they are quite as easy to deal with anymore, but try it anyway. Can't hurt!
