No - do not apply Renova under your eyes nor on your neck. The active ingredient (tretinoin) can irritate your eyes badly.

Renova should only be used on the face - be sure to avoid "ears, nostrils, angles of the nose & mouth." These areas, your neck and under eye area have thinner, more sensitive skin.

my son's dermatologist told him he can use on neck and back area.
personally i have used retin-a around my eyes with no problem and I think they're in the same family of drugs.be aware that you're more prone to sun burn and always use a sunscreen.
