1] grab his snout firmly, say "Buster, NO!" and stand up and walk away. Repeat it, in a firm, not loud voice, every time he does it - name first, then command. Make sure every one he comes in contact with does it.
2] YOU are the alpha dog when you own a dog. He/she must obey you, and you will both be a lot happier.
3] use same technique for all his training - get attention by getting snout so he faces you, or holding leash short so he faces you, say name, and "NO!'
4] divert him back to acceptable behavior after. When he does respond to a COMMAND, like heel/come/sit/down, say
"Buster, good boy!" while giving him a little treat, and petting him.

That is actually GREAT news, but I think you misunderstand what your pup is doing.....so here are a few tips:

In puppy language, licking your mouth or around your mouth area is actually a good signal, a sign that your pup views you as the leader of the pack. I recommend that you learn dog language and quickly! What the little guy is telling you is that he understands you are in charge, he loves you, he will follow you anywhere, and if you really like this lick,push, shove game you are playing, he will do it to please you.....but he would rather play ball, take a walk, or have a new chew toy! And, honestly, teaching a pup to push and shove or be pushes and shoved may lead to aggression, so you need to pick another activity and soon! LOL.

The best book out there about puppy language, in my opinion, is "Leader of the Pack".

Also, you might want to see if you can subscribe to some dog magazines or get them at your local library.

I would get a pinch collar. They replicate how an alpha dog would correct a subordinate when they do something he doesn't like. When he licks, say no in a deep tone and give the tab( a 2 foot leash attached to the D-ring on the collar) Or you could always use your teeth and give a quick nip. Research the proper usage of pinch collars first so you can be confident on how to use them. Keep the collar on at all times so he doesn't learn that he can misbehave when it's off( except when in a crate or home alone)

Does he do it after you've eaten something interesting? He does it because he gets a reaction from you so change the reaction, instead of pushing him off just stand up that way he'll work out that by licking your face he looses you completely.
