Try exfoliating your skin then applying a clay mask. this should suck all of the dirt out of your pores and make them less visible. Then splash your face with cold water: this will actually tighten pores. It may take a while but this routine will help minimize your pores. You should definitely see results in a couple of weeks.

Same problem here, but I have discovered that by getting regular facials really help, it is spendy but sooo worth it in the end. Once you start that your skin will be easier to maintain. I wash and use a non-alcohol toner, the toner keeps your pores clean which will make them appear smaller, if your pores appear to be large it is because they have dirt or build up in them, get it out and they will shrink. But the key is to keep them clean. I have a clay sulfur mask I used once or twice a week it seems to really help.

As long as you've cleansed thoroughly (don't use normal hand soap, too oily), rinse with cold water after rinsing will naturally close the pores. Remember then not to dry your face in a warm towel or they'll just pop open again.

I don't know how cheap you want but Mary Kay has a product that is called Microdermabrasion. It is awesome for shrinking pores but it also reduces the amount of black heads too. $55.00 for the kit

Egg Whites do a wonderful job. And you don't run the risk of broken capillarys as you would with ice and cold water. Put the egg whites on the offending area, let dry rinse with cool water.
