Why could you desire permission to purchase a house, pre-owned or otherwise? until you're no longer of majority age (21 right here), wherein case you could no longer execute any contracts to do something, however that is executed on your behalf via a criminal guardian.

Are you able to sign into contracts yourself? Does your brother have power of attorney for you? You should be able to buy a house (provided you qualify for mortgage or have the money) and not need to even mention it to your brother.

Sure but you will have to get your dog to agree to it (I think we're all having trouble with this question, why would anyone need their brothers permission unless their brother were their guardian or something).

it depends. if your brother is your gaurdian then you might want his permission but he is not you gaurdian then i say go 4 it have some fun. if you like the house then buy it.
