you sit next to it... [I'm frustrated because I can't explain it, but] it's a little part of the wall, or whatever, that's cut out, that you sit on to look out the window. You see 'em in movies somethimes, but I just don't know the name of it and I don't know how to explain it, either.

It is a 'bow window' (kind of rounded) or a 'bay window'' (kind of squared) edges

If you are talking about the one that is sticking out over a roof, it is called a dormer seat. If you just want a recessed bench next to any old window you are referring to a pop out window with a bench seat. Hope this helped.
