If you are interested in which drivers have been in the most wrecks, check out the source listed below.
You'll notice a correlation between some of the names mentioned in other answers to this data - such as the Busch brothers being in the top 10. A lot of times you get collected in the messes you make on the track or you lose it and take others with you - thus causing crashes. There's no data on Montoya since this covers up to 2006. But I agree with that assessment plus I'd add Ryan Newman to the list.
Just for chuckles - check the picture in the 3rd source - there's JP Montoya...
You could probably find a correlation between rookie drivers and accidents. More info in the 4th resource.

1. Juan Pablo Montoya-Aggressive driver, but a rookie
2. Kyle Busch- Talented, but an idiot at times
3. Kurt Busch- Immature for a champion
4. Greg Biffle- Has wrecked a lot of the Michael Waltrip Racing cars

This is a very difficult question to answer. If you look at the crash data it can be misleading. For instance many of the drivers who lead in crashes are also the one's who are constantly in the middle or the end of the pack. If a crash occurs in front of you, obviously you stand to be an innocent victim of a "crash" and your stats will be bad.
That being said, I think you are asking which drivers are most aggressive. I agree with most, Busch brothers, Stewart, Montoya, in no particular order!!!

Not in any particular order: Juan Pablo Montoya, Kyle Busch, David Ragan, Tony Stewart, Kurt Busch and Robby Gordon.
I almost forgot Michael Waltrip. The only reason he doesn't cause as many now is because he can't qualify. Why can't he qualify, because he WRECKS HIMSELF during qualifying half of the time.

I believe it is Kyle Busch. He is involved in wrecks more often than not. Juan Pablo Montoya is a distant second.

seems to me that would be kyle whether he wrecks himself or somebody else but i believe i have seen scott "can't drive" riggs cause a few. not sure about the rest of the field but by the end of the season it might be montoya who takes home that trophy
