To get him to "clam up" (sorry, couldn't resist) bring a cache of special treats with you in the car (hot dog slices, cubes of boiled chicken etc) That way, you will have treats to give him when he does not bark.
I should back up a bit. Before you get in the car, teach him a 'watch me' command, by letting you know that you have a treat in your hand - and then bringing it up to your face. If you're using a clicker, click your dog for looking at you and then treat. If you are not, just say "Yes!" and treat. You can start to say "watch me!" and then "Yes!" when he does pretty quickly, as it won't take many reps for your dog to understand this.
Then, make it a *little* harder for your dog to "watch" by testing his understanding. This is called "taking it on the road" and the idea is to increase the distractions around the dog gradually, so that he will learn that "watch me" applies in every situation. Keep those treats coming! In fact, the more distracting a situation is, the better the treat should be.
By the time you test this in the car, your dog should *love* this game.
If she is not successful, back up a step in your training and keep trying. She will get it.

You can but a collar that sprays a mist of water each time the dog barks. Its very effective and the cost is around 100.00 Canadian.

Bark collar. They come with static shock, water, or sound. Sound has been shown to work well for many dogs.

get a colar that shocks but get it fixed or something so that the colar vibrates.
