What State/Province That Do not use the Salvage / Irrepairable Title law?

Anyone know if any of the Provinces / States that do not use the Salvage Title / Irrepairable title claws on vehicles? Want to purchase flood vehicle that is branded irrepairable, however the car is fine.

I believe Arizona is one of the last states that does not "Salvage Title" vehicles.
