Losing weight is a simple concept. Your body is a battery powered engine, and food is the fuel. If you're inactive, the energy is stored up in fat.
Theres a neat balance that has to be found. Too little activity and no matter how many calories you cut, your body will simply slow down to use less, instead of burning reserves. Too many and it just stores them for later.
Never cut more than 300 calories. Never. Its just not healthy. Instead, work out to burn more than 300 calories.
Eat protein. Cut out sugar. Eat roughage. nix caffeine.
You also have to remember that muscle out weighs fat. A 5" 1" gymnist could weigh 130 and it is all muscle. a 5" 7" woman could weigh 130 and have quite a layer of fat.
Shoot for fitness, not a number on the scale. Its healthier.

Diets don't work. Wanting to loose weight does. Take your desired weight multiply it by 14. That is the number of calories you should consume in a day to attain that weight. Diests will not help you, eating properlly will. You can't eat fast food and diet either. You have to be steadfast. You can't just diet some days and not others. You can't say you were good this week, so your going to splurge. It doesn't work that way. If you are steadfast you will loose weight. It doesn't work any other way. Good luck.

I'm not saying it will always work - but it worked for me...
I lost 25 pounds by just dividing my meals into smaller snacks. I made sure to eat first thing in the morning and then about every 3 hours after that until 6-7 pm. Every snack had to be under 200 calories and I was sure to drink at least 16 oz of water between snacks. I was also careful to vary my food groups (veggies one snack, yogurt the next, etc.)
This helped me because I was never hungry and never tempted to cheat.

Diet and cardio and some form of light weight training to keep you toned. Your diet should consist of dark leafy vegatables. Keep fruit to a minium even tho there good for they contain alot of simple sugars. Try swimming or running as cardio do 30 minutes to and 1 hour every other day. Swimming is the best cardio to do IMO. Keep your protein high with lean meats such as fish and chicken and of course keep fat, salt ,sugar, carbs and calories to all time low . What people fail to realize is exercising is only 20% of the work you have to do to reach your desired physique.

5'1" and 138 wanting to get to 125 sounds much better than 5'11" which you put earlier.
Cardio is your best bet. Start slow and work up to more as you start hitting plateaus.

Eat less and exercise more.......eat more fruits, veggies, chicken and fish.....eat high fiber foods too but still watch the calories. You still have to watch the portions even when you eat foods that are good for you.

Watch your calorie intake, and just exercise really hard and it will come off after awhile. Good luck!
