Yes it's illegal in any state, if you are talking about something dealing with the police....

they could be investigating REAL crime while your dreaming it up.

What do you mean by false claims? Are you claiming to be an alien? They will probably not arrest you unless they think you are in need of mental help. Are you claiming that you ate your Wheaties for breakfast when you actually had Lucky Charms? Used to be a hanging offense but I doubt you would get into trouble for it today. Claiming your neighbor committed a lot of serious crimes when you knew it to be untrue? Ok, now you are talking about breaking the law. You can be arrested for doing that.

Making a false claim in any state is illegal. If you succeed and get caught you not only get a hefty fine, but you can go to jail.
