They are different engine designs. The 351W is derived from the 260-289-302 engine and is very similar with larger displacement. The 351C comes from the same family as the boss 302. The Cleavland has much larger ports and is more suitable for very high engine speeds. The Windsor makes better low speed torque, is more fuel efficient and makes less emissions.

The Cleavland was referred to originally as a semi-hemi and copied a lot of it's features from the big block Chevrolet, the original semi-hemi. The semi-hemi design has canted valves and the valves are rotated in the casting instead of all being in a single line. That is why the heads and valve covers are wider.

The way to tell by looking is where the top water hose goes to. If it is at the front of the intake, it is a windsor. Another way is by the valves, a Windsor is straight across. The Cleveland is the better of the two, but the Windsor is more versitale as it will completely interchange with the 302 (except the head bolts on the windsor are larger-but will still change with drilling.) and 302 parts are cheaper than the Cleveland. (Also, most parts places have the Windsor listed as a 302-if you ask for parts for a 351, you will be given Cleveland or Modified parts-so be careful when purchasing parts).

All the other answers are close, but to tell the difference is easy. Look at the timing chain covers. The Windsor cover is cast aluminum. The Cleveland cover is cast as part of the block with a flat steel covering.

Compression ratio, Heads and intake. Also had a 4 barrel carb. The top end of the motor is physically larger than the windsor. The cleveland make significantly more horsepower stock. It is claimed to have a weak bottom end. The Cleveland rocks, and I am a chevy guy.

when u see a 289/302 or 351 ....95% of time it a windsor...clevland is hi performance...boss 302 and boss 351 are clevland .. also look out for 351 and 400 m motors ...smog dogs......clevland parts are harder to find and cost a lot more..

Where it was made. The Cleveland was made in Cleveland, OH. while the Windsor was made in Canada. The Cleveland was known to be a faster engine, but the Windsor has been proven more reliable over the long run.
