Cardio is just like any other aspect of the body that improves with constant work. If you run a mile a day for a month and then gradually up the distance, your cardio will greatly improve because your lung capacity will increase.

your body gets used to any exercise routine if it's the same thing every time. you either need to do it longer or do something different for a while. I do aerobics and ride my bicycle and walk so I don't get into a rut. cardio is not just keeping your heart rate up. it also burns calories and gets oxygen to your muscles and organs. it's best to alternate cardio with weights during a workout session.

Well, yes actually because the more you run a mile the easier it is right? So when something is easier to your muscles your heart doesn't need to work as hard. So the answer to your question is yes.
