TRAVEL REQUIREMENTS- Not all countries allow military personnel to perform personal travel on ID card, and leave orders. Some countries do require military personnel to have passports, for example, Austria, Ireland, and Turkey. Also, if you go TDY to a non-NATO country an official passport MAY be required. In order for the Military Personnel Center to obtain a passport for you, evidence of citizenship is required

No he does unless he is traveling on official orders. He went to Greece and then back to the US on just his Military ID but not to another country. He needs a US passport and should get one because if he wants to travel anywhere he needs one. While it was possible before, it is no longer an option as most countries require a passport for security reasons. This will include going to into Canada, Mexico and the Caribbean, it is already to go there by AIR, but by this June it will also be needed when going by LAND or SEA.

I'm pretty sure that "allied" military personnel used to be able to enter the UK on their military ID, but I'm pretty sure those rules have changed now. The best bet would be to contact the Immigration Department and ask!

Either that, or his superior officers should be able to tell him.

USUALLY, all he would need is his leave form and his ID, but some countries require a passport and visa. Even tho the UK are our allies, I found this (http://travel.state.gov/travel/cis_pa_tw/cis/cis_1052.html):

ENTRY REQUIREMENTS: A passport is required. A visa is not required for tourist or student stays of up to six months in the United Kingdom (UK) or to enter Gibraltar. Those planning to stay in the UK for any purpose longer than six months must obtain a visa prior to entering. Students enrolled in a course of study that is longer than six months must obtain a visa prior to entering. Those who are required to obtain a visa, and fail to do so, may be denied entry and returned to their port of origin. Foreign visitors who wish to marry in the UK must obtain a visa as a fiancée or marriage visitor prior to entering, or obtain a UK Home Office certificate of approval. The marriage visa requirement applies even to persons who do not intend to remain in the UK after their marriage. The marriage visa requirement does not, however, pertain to Gibraltar. Additional information about marriage in Gibraltar may be found online at http://www.gibraltar.gov.uk/hol/WhatTo/getting_married.asp. Visitors wishing to remain longer than one month in Gibraltar should regularize their stay with Gibraltar immigration authorities. See our Foreign Entry Requirements brochure for more information on the United Kingdom and other countries.

I was based in Germany in the mid '90's and all we had to have is our military ID. Today I couldn't tell you. He or she should check on that.
