If the hematocrit level is elevated beyond the normal limits,it means there is something wrong. Elevated hematocrit could be an indication of a disorder like "polycythemia vera" which is a myeloproliferative disorder in which the bone marrow produces excessive numbers of red cells,however some of those red cells could have some abnormality in their form the reason why it could not be suitable for blood donation. For such reason,blood removed from polycythemia vera afflicted person are just discarded. High hematocrit may also be a dangerous signal (as in dengue fever), it is a sign of an increased risk of dengue shock syndrome.High hematocrcrit is also an indication of dehydration. Such conditions are unfavorable for blood donations.

Only if they have polycythemia vera, a disease. In this case blood drawn is discarded.
