My friend is a citizen of the philippines, now he's working in singapore. He's question is, does he need to go back home just to apply for a tourist visa going to canada? or he can apply directly to the canadian embassy where he is staying right now..and what are the requirements?

He can apply directly to the Canadian embassy. This applies to all countries. I have aranged a Indian Visa while staying in Fiji. It is easy and not to much of a hassle. The India embassy did want some odd financial information which I did not have. I just whipped out a huge chunk of cash and just seeing the money made the problem go away.

Of course not. He can just apply in the Canadian Embassy in Singapore. They accomodate all nationalities in all embassies and consulates around the world.

I know you need i.d pictures and your passport. Their requirement for picture size is unique to them. So be sure to check with the photoshop.
