I would have to say either Ray Allen or Michael Redd.

Top 5 outside scorers: (not in order)
Kobe Bryant
Steve Nash
Ray Allen
Gilbert Arenas
Michael Redd

Darkhorse - because he doesn't play alot a candidate for best shooter would be JJ Reddick.

But to pick one player Ray (Jesus Shuttlesworth) Allen! Smoothest shot, always square to the basket, set feet, and the flick of the wrist. SWISH!

Ray Allen is definitely number one. He is a great scorer, and the outside is pretty much the only place he scores from despite having an arsenal to score almost anywhere. The top five OUTSIDE scorers, as in, how often they score from the outside despite being able to score from anywhere, would be:

1. Ray Allen
2. Michael Redd
3. Gilbert Arenas
4. Kobe Bryant
5. Ben Gordon

I'm assuming you're referring to a shooter from outside. A few names come to mind. To limit the pool of contestant, I'll have to reduce the amount of candidates to players who have shot a lot of 3 pointers this season. These guys jack up over 2 trifectas a game.

Steve Nash (Made - 2.1, Attempts - 4.5, Percent - 45.5)
Gilbert Arenas (Made - 2.8, Attempts - 7.9, Percent - 35.1)
Ray Allen (Made - 3.0, Attempts - 8.1, Percent - 37.3)
Rashard Lewis (Made - 2.5, Attempts - 6.5, Percent - 39.0)
Michael Redd (Made - 2.2, Attempts - 5.8, Percent - 38.2)
Joe Johnson (Made - 2.1, Attempts - 5.5, Percent - 38.1)
Mike Miller (Made - 2.9, Attempts - 7.1, Percent - 40.6)
Raja Bell (Made - 2.6, Attempts - 6.4, Percent - 41.3)
Leandro Barbosa (Made - 2.4, Attempts - 5.5, Percent - 43.4)
Mike Bibby (Made - 2.1, Attempts - 5.9, Percent - 36.0)
Rafer Alston (Made - 2.3, Attempts - 6.5, Percent - 36.3)
Paul Pierce (Made - 2.3, Attempts - 5.9, Percent - 38.9)
Jason Richardson (Made- 2.2, Attempt - 5.9, Percent - 36.5)
J.R. Smith (Made - 2.4, Attempts - 6.1, Percent - 39.0)
Luther Head (Made - 2.2, Attempts - 5.0, Percent - 44.1)
Peja Stojakovic (Made - 2.6, Attempts - 6.5, Percent - 40.5)

Now I'm going to compare the player's 3 point percentages in respect to the amount of 3 point shots they make (not attempt). That way, I can find a balance between a higher 3 point percentage shooter who does not make as many 3's and a lower percentage shooter who makes more 3's. After some calculations, here is a list of each player's 3 point percentage efficiency rankings.

1 - Mike Miller – 1.1774
2 - Ray Allen – 1.119
3 - Raja Bell – 1.0738
4 - Peja Stojakovic – 1.053
5 - Leandro Barbosa – 1.0416
6 - Gilbert Arenas – 0.9828
7 - Rashard Lewis – 0.975
8 - Luther Head – 0.9702
9 - Steve Nash – 0.9555
10 - J.R. Smith – 0.936
11 - Paul Pierce – 0.8947
12 - Michael Redd – 0.8404
13 - Rafer Alston – 0.8349
14 - Jason Richardson – 0.803
15 - Joe Johnson – 0.8001
16 - Mike Bibby – 0.756

According to my calculations, Mike Miller from the Memphis Grizzlies has the highest 3 point output efficiency of 1.1774. That means he is attempting more 3's in a game and making them at a lower decreasing rate than any of the other players on the list because as a player gradually attempts more 3's, their percentage is expected to decrease. So there you have it. Mike Miller is the best marksman outside scorer in the NBA this season.
