Yah, is the fan spoused to run when no wires are hooked up to it? The fan on/in the power supply i mean.

The power supply fan will not run unless:
1. The ATX connector is connected to the motherboard and you switch the power button. Or you short the wires that lead to the power switch.
2. You short the pin w/ the green wire to any adjacent pin w/ the black wire on the ATX connector if it is not plugged to the motherboard.
If the fan runs but the ATX connector is unplugged, the green wire is grounded.

It should run if the power supply is in normal condition
