doesnt sound like it... female black widows have black legs

It is not a Black Widow. Black Widows have bulbous black bodies with long black legs. They are usually seen upside down in their web and have a distinctive red hourglass marking on their bellies. They build their webs close to the ground usually about a half a foot high and in some cases a little higher. They are shy but they are also poisonous. Look at them, but do not pick them up or disturb them.

Can't tell from your description. It would help greatly to have a
picture, a more detailed description, or at least some clue as
to where, geographically, it was seen. In the United States
there is only one "black" widow with red legs. It is actually
called the red widow. It occurs only in the eastern part of
peninsular Florida, in pine-palmetto woodland.
