The reason why is because you update your
Windows Service Pack.
Their are many ways you can reinstall your OS.
1. Try removing Service Pack 2 (SP2)
2. When the CD is in the ROM, Reboot it and it will ask you
"Press any Key to Boot From CD Drive"
Press any key and you can install Windows from their.
If not, Go into your BOIS and set your Boot Order to
CD First Then Hard Drive.
3. Go into Safe Mode and Install it.

Your windows os is probably sp2 that is why is says it is newer.
You can boot from you cd by getting into you bios setup.
I think you need to press F2 or Del when your computer is still booting up. Some computers have different buttons to get to the bios setup.
In the bois setup you need to set the boot sequence. Boot to CD before booting to HD.

Go into BIOS (it's the set-up screen you see when the PC switched on) and set the boot order to CD drive first (change it back when you are finished installing) that will force the PC to load from the CD.

Try this repair procedure for XP:

Worked for me 3X in different PCs even after SP2 was installed and the XP CD is only SP1.

did you try reformatting you HD before installing the software. if not, there is a conflict as there is still a known OS installed and could not be overwritten.
reformat your HD and try installing again. if the problem insists, have your HD scanned for bad sectors and fix it with any HD Doctor Software to remove bad sectors
