Bartkowski, easily.
Vick is way overrated, although that may not be his fault because they're trying to force him to play in the West Coast offense. Chandler was very good, but not quite Bartkowski.
(I'm not a Falcons fan, but that's who I would choose if I were.)

Give Vick some time to throw and some receivers and see what he can do. Vick is EASILY the most athletically gifted and talented of the three. Maybe Billy "White Shoes" Johnson can come out of retirement for Vick to throw the ball to.
Not a Falcon fan, just a football fan. John Elway would have ZERO rings if Vick were on that Falcons team(and if Mike Holmgren knew that Terrell Davis was on the field the year before).

im not a falcons fan but i liked chris chandler he seemed pretty good... even in the superbowl they lost to denver but he played a pretty good game... he had like 3 ints because they were playing from behind and needed quick yardage
