dont u know the meaning of "EXPRESS"?
express bowlers are the bowlers who can deliver a ball which can trevell in a very high speed.
Normally the bowlers who bowl in a speed of 140kmph ( when the ball reaches the batesman) are considered as express bowlers...

Shoaib Aktar of Pakistan is known as Rawalpindi Express. No other bowler has got the nick name of "Express" , though Shaun Tait and Brett Lee of Australia and Shane Bond of New Zeland are also the fastest bowlers in the world cricket today.

Who Ever bowls at a speed of more than 100m/hr is an express bowler but one thing is common in these fast bowlers none have a clean action other than Shane bond who bowls more than 150kmh.
Shoiab Akthar is known as the Rawalpindi express. Tait and lee all three do not have a clean bowling action.

Brett Lee used to be but he dosen't scary enough anymore now shaun tait is scary, as is Malinga from Sri lanka

hey big b! an express bowler is the one who bowls/ can bowl over 150kmph.... like 'shaun tait' of australia... he is a good young express bowler.
