Dont let some of these people spoil your trip before you go! There's a ton you can do. About every couple hotels have roller coasters or other rides. NY NY one is a must, they have a cool boardwalk area, too. There are games at Circus Circus and Excalibur. Fremont Street is fun, a lot of preformers out (even at night) and a crazy light show overhead. It's an older, cheezy area but the people watching is great! (there are some freaks in Vegas, so enjoy that, sit back and laugh at them, it's my favorite thing to do) Other than that every casino has a gimick to get people in, you can walk the strip & check them out--there are fountain shows, a volcano eruption, gondola rides, singing Elvises, Pirate shows...it's crazy and worth it just to see the extremes they go to. Other than that, you can always go to the shows (the big productions are kinda pricey). You can always check out the shopping--there's the fashion mall, Ceasar's palace's forum shops, Venetian & Aladdin (Planet Hollywood now) have shops now.
You also asked about the restaurants--they're incredible. Every type of food immaginable, every cost immaginable.

Oh man. My parents had a time share in Vegas when I was like 14 and I hated it because I couldn't do ANYTHING. I was always whining about going home while they gambled. All I had was the video arcade at Circus Circus, with Super Mario Brothers as one of the games (my saving grace). Otherwise, Vegas was desolate, vast, and only for people that wanted to gamble and/or ogle strippers.
But over the years Vegas has gotten much more family-oriented, with a lot of themed places, gourmet restaurants (Thomas Keller's bistro, Bouchon, is renowned), a seven-story Imax theater, and live entertainment. It shouldn't be a problem at all for a teen, they'll be sufficiently entertained.
And if all esle fails...there's always Circus Circus, lol.

It really isn't fun for teens unless you're REALLY into video games or being by the pool or eating until you pop - because that's pretty much all you can do.
Teens are at the worst stage for Vegas, IMO. The shows aimed at kids are lame to them, but they're not old enough for the true entertainment of the city.

Probably not if you stay on the strip as the casinos have curfews and age restrictions
If you stay at Lake Las Vegas or in the Summerlin casinos (Red Rock Casino) there is local stuff for the kids to do (Red Rock Canyon) and such

I went to Vegas when I was seventeen and loved it. There were a lot of shows and the place we stayed at had a rollar coaster. Actually, I think there are a few indoor theme park-type places there now.
Vegas is a lot more family-oriented now than it used to be.
