I've been watching Late Night with Conan and the Tonight Show for a few days. I noticed a lot of times Jay and Conan would tell the exact same jokes. Can someone explain this?

I'm sure that NBC allows their writers to share material. It happens all the time, they'll take a similar topic and spin it with different wording. Sometimes the punchlines are the same. Watch just one of them(Conan) and you'll basically get the gist and celeb guests from both.

i think of the regulations are a sprint fuzzier in Jokes and Riddles. In maximum sections, they discourage non-questions because of fact they in many cases finally end up start up unsolicited mail, beside the point chatter or gossip between purchasers, or long rants that no-one needs to hearken to. that's no longer the case with Jokes and Riddles, the place the "ask a query" rule would not seem as carefully enforced (for good reason -- human beings pass there to ensure jokes and riddles).

I think what you mean is not so much the "exact" same joke but a joke about the same topic...like for example Paris Hilton in jail or President Bush having his watch stolen off his wrist.

They probably come up with them together and think people will watch one or the other and will not watch both

recycled material
like the real world
