If you have a water test kit, check to see what the ammonia and nitrite levels are in the tank. If you haven't done any water changes lately, and this is a new tank, there might be too much ammonia or nitrite built up. Try changing 25% of the water with new that's about the same temperature (add dechlorinator). If the ammonia or nitrite is built to a high level, it may need to be changes a few times in the next several days to bring it into acceptable levels.
Also, check to see that the temperature is within the limits your fish needs. Too hot, malfunctioning heater, etc. will lower the dissolved oxygen in the tank. I'm assuming you're using some type of filter/aerator with him.
Depending on the species, if this is a freshwater fish other than a catfish or tetra, try adding a little salt to the water after the change. About 1 tablespoon per 5 gallons of water (mix with water in a separate container first - salt without iodine is best).

Sounds like he is dying. You can buy antifungals and other medications for various problems in fish, but usually by the time they are barely breathing and laying on bottom, it is to late. Try this site to diagnose the problem to see if you can help him http://animal-world.com/encyclo/fresh/information/Diseases.htm

Possibly, try doing a water change and see if that helps him. Sounds like he may be suffering from ammonia poisoning with him laying on his sides.

Sorry to say this but.. he probably won't last long. He probably has swim bladder, poor water conditions or other diseases. Don't sit around watching him, just come back later and take him out and bury him. Condolences.

Sorry to say, he's a goner.
If you can identify what's wrong with him, you can take precautions to make sure it doesn't affect any of your other fish.
