Add a forum to your web site to discuss your Business Plan and make sure one of the Topics in both the forum and FAQ is "Can I become a Partner" ...
Most forums have some sort of user name/password requirement with the initial password sent to the users email address (to make sure the address is valid).
Make sure you have at least some sort of 'abuse reporting' system in place.. and (unlike Yahoo) actually follow up reports and (unlike Yahoo) block the spammers and "get a loan from me" con-merchants that plague Yahoo as fast as they are identified ..
