Before asking a question,
Choose the audience
Know their skill sets and knowledge capabilities
Make sure they understand your question
Be careful in making the correct choice of words in your question(for eg. dont use double negatives in the same sentence so as to confuse them)
Give a clear overview about the subject or in other words, the background info.
Finally, a great question will be formed, which can be expected to get a brilliant answer.

The situation is important.In a class room you have to ask questions without fear because if you feel shy your studies will not improve.
In business deals ask questions till all your doubts about your profitability and long term intrests are cleared.
While eating food ask questions till you are sure the food served to you is good for you.
In any situation ask questions till you are satiafied.

It really depends on what kind of question it is. Is it an academic or social/personal question? If it is an academic question, be as specific as possible. If it is a social/personal question, it depends on how well you know the person you are questioning.
