get bath and body works lotions and sprays, or victoria secerts lotions and sprays...etc. U usually spend under $50 for things like that.

As someone who graduated from college this year my best presents were a necklace that my siblings got me, which was silver round beads and the other good one was the "work bag" that my aunt and uncle got me, not quite a brief case not quite a leather tote but a nice mix of the two.
As for high school graduation I got a nice key chain that was the in the shape of an old fashioned skeleton key with a note from the company and the gift givers saying it was the key to my future. You might want to try Red Envelope for ideas. They have neat things.
Also if the woman is about to begin high school or college and on the preppy side of the spectrum, they have nice tote bags that work well as back packs as well as other purses or things. The only thing is I'd double check if she likes a certain pattern or has a certain bag so you don't double up on one thing. They can get pricey, but these are both stores that I like now and would have enjoyed as a senior in high school as well.

A giant teddy bear/plush toy! Or a big bouquet of flowers. Its a popular trend of gift for graduation at my here. You'll see girls recieving a lot of these stuff during graduation.

If she's starting college, get her typical college stuff. If she's moving, make a cute assortment for her new place.

depending on age , but i would say a savings bond somethign she can use later , if shes going to college i would say something like a gift card for like staples etc so she can get her school supplies
find out wha tshe wantas and likes and go from there
