I would say: What the hell?! Whoa man you can't be serious life is to precious theres still so much time left in your life so many things you can accomplish but if you must do this can you wait here while I go to best buy buy a videocamera and record this.
and before I turned on the videocamera I would say Are you sure you want to do this, Obviously theres no turning back. If they said yes then what could I do, they choose their fate.

I'd tell him to hurry up and make a decision....hes holding up traffic down there, then i would wonder what the hell I'm doing ontop of a building, then if he hadn;t made his choice yet, i would push his butt of because hes deserves it for trying to get attention while he strugles with a simple god damned decision...jump or go home....

i do exactly as other British will do ,i will remind him that"it seems you are about to jump off a very tall building are you aware that you might die doing so" and if the answer is yes i will walk away knowing that he/she knows whats he/she is doing and call 999

No. I would ask them if they wanted to try to talk things over a bit, and I would listen and try to understand what they're going through no matter how long it would take. Nobody deserves to die.
