As long as you are in your own house, and the floor is clean, just rinse it off under hot running water and brush away.
If you are in a more public bathroom, you should throw the brush away and get some brush ups out of your purse and make do with those until you could purchase a new toothbrush.

Yup, if it's my own bathroom floor and it didn't fell into the dirty, behind the pipes area, I'm okay!
But if it got real dirty, I'll throw it away, gargle with lots of Listerine, go to school/work and not talk and when it's lunch break, I'll run to the pharmacy and buy a new toothbrush and toothpaste, brush my teeth and be happy!

I pick it up, wash it and brush my teeth as usual.
There are far more germs on my teeth than on the floor.
