We have to set the dial to heat and turn the temp dial real low to turn it off. When we set it to off it still runs.
When we do have it running, if you lower the temp dial to below the actual temp, it still won't cut off. If we don't turn it off manually, it would run all the time. Anyone know a fix?

If this is a central A/C unit, your thermostat may be defective, or you have the fan setting to "on."
To test the thermostat, take the face plate off. You should see wires attached to some screws with labels on them such as Y, R, O, W, G, X, C and some others. The R terminal and C terminal carry voltage, and the thermostat completes a connection between the other wires. With the face plate off, the AC should shut off. If it does not, you have an issue with the unit itself.
If the system does shut off, it is a defective thermostat, replace it with a programmable thermostat. This can be a DIY project if you feel comfortable working with electricity. If not, call in a pro.
If you see a glass bulb with mercury inside, you will need to handle the stat as hazardous waste. DO NOT TOSS IN THE MUNICIPAL TRASH. You should be able to turn it in to your home store or hazardous waste station.

I assume you have central air con, you have a bad programmer, replace it with new one. If you don't solve it the compressor will burn out, very costly.

Are you sure that you don't have the fan on all of the time.
