This is exactly why nearly every company has fraternization policies which prohibit personal relationships between a boss and a subordinate. Both of them have violated company policy and you both are likely to get be fired once this comes to light (more so the manager as it shows extremely poor judgement). Best solution would be for the manager to resign now and look for another job. If he is not there, he will not be in the middle of the quandry.
She may try to report/sue after he leaves, but at least that way it shows he had enough good sense to remove himself from the situation before it explodes. If her entire motivation is to sleep her way to the top, she will just move on to the next target that moves into his old job.
Yes, she could sue and claim that her boss, a person in authority over her used his position of authority to influence her decision to enter into a consensual sexual relationship and in the back of her own mind, she only did it because she was afraid he would fire her if she said no. However, as she is now attempting to use this to get an undeserved raise by threatning to report it could be considered extortion, which would be creating a hostile work environment.

Jenny should take Brittany out for the evening after work. They should meet alone at Jenny's house. Jenny should quietly and calmly explain to Brittany all that happened to her. Jenny should then ask Brittany if the same thing is happening with her and this with this odious man. If this is so Jenny can help Brittany in the many ways. Before you say she is not being raped let me tell you she is. A man is using undue co-ersion on her to elicit sexual favours. That man is in a position of authority over her and has the power to ensure that she loses her livelihoodd as well as restrict her choices of future employment by refusing her a reference. Jenny could call rape crisis (or similar for USA) for Brittany and there the councilors's would be women or men who have went through the same thing and come out the other end. They would support Brittany in any choices that she made inclusive of not making any complaint at all. They would assist Brittany of getting out of danger. For this is a very dangerous position this young lady is in. They would accompany her to HR and stay with her while she made her complaint or statement. They would put her onto the right people for compensation etc. not only that they would also help Jenny and yourself if you wanted it. If Possible can you or others arrange things so that Brittany is not left alone with him for too long a time, no more than 10 minutes maximum. I hope all goes well for these two women and I applaud you for trying to do the best you can for them. You seem like a good friend to them. Foot Note His wife's senior (or any) position in HR will have little bearing here. Employment Law USA and UK and others will disallow her from taking any part in the investigation. The HR Officer who will is bound by laws of confidentiality and will not discuss the case with her at all. The wife cannot be any part of anything here as this is a Conflict of Interests.
