If it's referring to something in Physics, it would be two forces that had the same magnitude, but were going in opposite directions. One example could be gravity and friction (assuming they have the same magnitude)- gravity moves down, friction moves up

It may be a trig. statement. or it may mean wet, liquid are eequal but not opposites. It is confussing.
