That can be from hard water or from a protein build up. either way it's harmless to the fish as long as it's not too thick. You should be able to skim most of it off with a paper towel. It is also often an indication that it's time for a water change.

Have you done regular water changes? It probably is just a protein buildup, but be sure you are properly managing the water quality.

It's dust. Mine gets this too. If your fish bowl is open on the top, cut a hole in something and cover the top.

do you have clorine in your water this is bad use bottled water.
