Well, first of all, the bald eagle is a type of hawk. Eagles are really nothing more than big hawks. Having said that, if you're talking about being dangerous to humans, the champion would have to be the northern goshawk. They defend their nests viciously. People have been innocently walking through the woods and didn't even know there was a goshawk nest in the area until they felt talons in the back of their head.

People on the Asian steppes used to hunt with a type of golden eagles called step eagles. Eagles have incredibly powerful talons. These eagles got to about 25 lbs and sometimes they would not feed them for over a week to make them very aggressive or sharp set as it is called in falconry. According to a book on falconry, don't recall the title, they were used to hunt wolves.

Bald eagle, my friend used to run a bird rehabilitation center, one of them ripped her arm open like a velosraptor in Jurrasic Park! LOL They have HUGE claws.

on average an eagle is bigger than a "hawk" so id have to say an eagle even though they rarely attack humans

if i was a wabbit i would say the eagle, if i was a field mouse then the hawk would be the one i would fear the most
