Check http://www.arborday.com for quick information. Filberts are also known as hazel nuts. Grow well in Oregon, plenty of water, wet springs, dry summers. Will take 5-7 years before you have a nut, but is worth the wait.

I would contact a large local nursery and find out if you are in an area that will tolerate a filbert nut tree.
The fruit bearing trees I have planted take about 5 years before they are bearing fruit; they will have blooms and want to bear fruit, but it is still basically a baby tree, and you want its' energy going to establish the trunk, branches, and roots, so it is better not to let them have fruit that young ( even if it looks so cute the little 3' tree with an orange on it ! )
The plant Nursery folks will guide you about what feeding , pruning measures to take. Good Luck!
