the Sebum (natural oil in the outermost layer of your skin) protects your skin and makes it a bit waterproof. So when you are in the rain or when you wash your hands...the Sebum protects your skin. But when you are in the water for sometime, the Sebum washes away and water reaches to the outerlayer of skin. It does this by osmosis.
