Noticed condensation on the outside of the plenum above my natural gas furnace, took a peek inside & found the evap coils frozen, but only at the bottom quarter of each side. Filter is new, grates are open, & intakes are clear. Freon level ?? Any thoughts ?

need to turn it off so it thaws and get a service tech over. Usually is low on freon or could have a leak someplace

Your unit is low on freon. If you let it go too long you will blow the compressor. Also make sure you blow out the condenser from the dust. Dust acts as a blanket blocking the condenser from dispersing the heat from the air conditioner. Even your fridge and car that has an condenser, should be cleaned once every 6 months
or sooner. Most newer units don't have a place to re-charge, Government regs.

As far as i know its normal to have some frost on the coil ,there should be a drain to drain the moister away. Also if there is lots off humidity or if u have the thermostat set too low it will ice up also

Frosting like this indicates that you may be low on charge. You need to contact a reputable A/C company and have the system leak checked and refrigerant balanced.
If the evaporator was frosting evenly, you would have a restricted air flow across your evaporator. a small amount of frost like this points to a low charge.
