Yes, Virginia and there is no Santa Clause either. The laws requiring Americans to report their income and pay taxes fills a complete set of books it is so large. Go to the library and look up Internal Revenue Code and Regulations. Even Bush who doesn't seem to have to follow any of our other laws or our constitution is required to file.
