well first of all, do you have any training in the sport where you can be an actual judge or give specifics on how they can improve? if you have the experience, i would tell them that the effort is there but this is what you need to do to improve your game and make you a stronger player, then give them the help they need.
if you're just someone watching like fans would at a game but don't know much about the actual techniques and what they would need to do or work on to improve, i would just be honest and tell them that it looks like they should maybe work on it more and to get or ask a coach or someone with the needed experience to give them the proper advice or help that they need to become a better player.

tell them" you have good potential, just needs a few adjustments on your swing, arm strenght,duribility,etc. Would u like some help?" If they still get mad,, then someone has lied to them before and they didn't like your response.

Say they have potential. Unless they're just horrible, then you just say so. But u have to be good to criticize others.
