Think you or she are hiding a few things. There must have been a bargain going on and somebody didn't hold that end of the deal. IF there is truely love involved, why wouldn't the US citizen assist him on the papers.
The Immigration Dept is the place to notify that an alien has gone awol. Without papers means he is not a permanent resident so has to be deported. Immigration has his documents.

She was smart not to help him get immigrated, because that's the only reason he married her in the first place.
She has to call a lawyer/legal aid to "annul" the marriage.
Hopefully she didn't have any children, otherwise divorce him and file for child support. But, good luck collecting child support.
She should thank her lucky start that he left her now, instead of much later!

First of all, you don't help with the situation. It's not your business. You just sit there and listen to her.
Second of all, she calls immigration. They are in the phone book.
Third of all, she calls a divorce lawyer. You say they are married, now she needs a divorce.

length of marriage will determine a lot. 10+ years will be difficult to prove in divorce court for ins fraud. less than that, go ahead & report it (without his knowledge of course). remember she has the upper hand.
he left, then the ball is in her court. again the upper hand. work it out first before going to divorce. divorce is too much $$$ unless its uncontested.
she needs to get her life together. help her focus on the things she wants to do that she couldn't before because of him. this is her 2nd chance. don't distract her from maturing. she'll need self reflection to make her a stronger person.

She CAN'T report him without risking getting into trouble herself. He obviously married her only to gain citizenship and the INS will see that immediately. She could find herself doing jail time and her husband deported.

She can call INS but they won't take action. So because matrimony is a contract I advice you to divorce from him citing fraud. That will do the trick besides it would damage his record which will guarantee you he will be back to where he came from.
