The larger chain stores usually won't. But the smaller privately owned will usually make a trade with you.
Just remember that they are trying to make a profit to keep their doors open so you will probably get credit for half of the usual retail value. Oh and, make sure they are healthy too.
I have traded so many fish out for different ones at one time that I started getting embarrassed when I really had a problem/bully fish and needed to get it out of my tanks. But they have been really good about helping me get my tanks stocked with a good mix of fish.

I own a neighborhood pet store and do not accept fish in trade unless it is a person breeding a specific type for us. Then we pay, trade fish or goods. We place other unwanted fish brought to us in an area designated for adoption. There are 2 stores nearby that accept trades and they give store credit too. By not accepting trades, the customers are reasonably assured of purchasing young, healthy fish and our tanks do not become contaminated.

I worked at a Pet Supplies Plus and the manager would take fish that people wanted to get rid of, but he would not give anything in return. He would then sell them at regular retail price to add to his bottom line. What a shyster....
The mom and pop stores will sometimes give you store credit for fish that they know they can sell quickly. But what you typically get is wholesale cost credit for the fish on retail price for the food and supplies you would then buy with your credit.
Mark-up is generally 300-400% in live fish. There is a lot of overhead and loss during the time they are kept in the store. Many are not fed at all (or only once a week) during their stay in the store.

I very own a community puppy shop and don't settle for fish in commerce till this is a individual breeding a particular type for us. Then we pay, commerce fish or products. We place different undesirable fish dropped at us in a close-by particular for adoption. There are 2 shops interior of reach that settle for trades and that they provide shop credit too. via no longer accepting trades, the shoppers are relatively certain of paying for youthful, healthful fish and our tanks do no longer grow to be contaminated.

We have a pet store walking distance from our house. I trade guppies and gold fish with the owner of the store all the time.

Many local stores will take in fish to sell on consignment or to trade in for fish/store credit as long as the fish is healthy. Chain pet stores like Petsmart don't take in trades but if you need to rehome your fish they will take them in and adopt them out (they don't charge people for the fish).
