The spring on the brake pedal is broke or the brake cables aren't returning for some reason. With the brakes released, look under the truck at the drivers door and pull on the cable that you see running along side the frame. If it lets the pedal go all the way up, then the cables are binding somewhere.

You should be able to unbolt the handle and get to the cable. once you get to the cable you can release the brake. You can pick up a replacement handle at just about any auto parts store for around 30 to 50 dollars, depending on style and rather or not they need to special order it. Or you can contact your local wrecking yards and find one for about 5 bucks. If you need to replace the whole cable then you would need to contact the dealer. The whole assembly can be picked up for about $100 bucks at the dealer. the reason I mention this is some times when you break the handle it shreds the cable as well. So you may need a whole need assembly. Good luck.
