Mr Tads explained the basic idea. Suppose public education in your state costs , and im just making up a number , 10000 dollars per student per year.
Well suppose the government says ok since we now spend that much per student we will give you a voucher worth say 8000 dollars or some determined figure, and you can pick an legitimate licensed school you want your child to go to.

The government will pick up that dollar amount of the cost of school there. They will pay the school not you, so if by chance it costs less then it will be just paid for, and if it costs more then you will have to pay for the remainder of the cost.
