Unfortunately, it seems like a person needs to be repeatedly turned in for anyone to be able to take the animals away from someone. Or there needs to be like a hundred animals running loose & crapping all over the place mixed with dead ones everywhere. It's a sad fact really. But the same thing happens with parents and children. It's only extreme cases that get the children/animals out of the parents/owners control.
