The question is really moot... or theoretical at best.
In 1937, a bill is introduced in Congress to carve a head of Susan B. Anthony on Rushmore. However, a rider on an appropriation bill required that money be spent only on those figures already begun, thus ending the Anthony proposal and all other possible additions to the monument. On October 31, 1941 was the last official day of carving.
Now... as for a NEW monument... hmmmm... isn't that what we have "Presidential Libraries" for?
