There were two parallel plans to cause acts of violence on US soil or against US interests to generate public support for a war against enemies of the US.

One of them was Operation Northwoods, which is well-documented and the dossier was released back in the 80s, but the full version wasn't made available to the public until 2001. The Wikipedia link is here:

The other project was part of a group of ultra-secret projects (code MK) started in the early 70s: MKULTRA.

The idea was to brainwash people and create "sleeper cells," in fact controlled by the US government. Such cells could launch terror attacks on US soil whenever it was convenient. See:

It was without Congressional approval...they really did consider this-the DOD did. Look up Operation Northwoods, lots amd lots online because of documents that have been released in 1997. That's how long it takes for the truth to come out about "conspiracy theories" and by the time they do, nobody cares. There are still many sealed documents regarding the JFK assasination in 1963.

Operation Northwoods, or Northwoods, was a 1962 rejected plan by the US Department of Defense to cause acts of violence on US soil or against US interests, blamed on Cuba, in order to generate U.S. public support for military action against the Cuban government of Fidel Castro. As part of the U.S. government's Operation Mongoose anti-Castro initiative, the plan, which was not implemented, called for various false flag actions, such as hijacked planes, on U.S. and Cuban soil. The plan was proposed by senior U.S. Department of Defense leaders, including the Chairman of the Joint Chiefs of Staff Lyman Louis Lemnitzer.
