Las Vegas - if you get in trouble you can always go home afterwards.
Tijuana - If you get into trouble there, no one may hear from you for a long time.
either place though you can get screwed, blewed, and tattooed

Vegas.
I've lived less than an hour away from Tijuana for nearly 4 years, and I refuse to go there.
Unless you are under the age of 21, and want to go somewhere to drink legally, there really isn't much to do in TJ.
