You can do this in your head
if you reduce the fraction first.

12 / 18
is the same as
2 / 3 (divide top and bottom by 6, greatest common factor)

2 / 3 is
66 and 2/3 percent
or 66.67%

If you memorize common fractions as percentages:
1/3 = 33 and 1/3 percent, or 33.33%
1/4 = 25 %
1/5 = 20% etc.
Then you can remember any multiple of these:
2/3 = two times x 1/3 to get your answer that way
2 x "33 and 1/3" or "33.33%"
equals "66 and 2/3" or "66.67%"

Divide each half of the fraction by a common number, is one way. Six into twelve is two. Six into eighteen is three. The answer is two over three, or 2/3. Two thirds as a percent is 66.66%. Rounded off would be 66.67% (The last response to your question is more complete).

just plug in in a calculator. 12 divided by 18. then times it by 100. The answer you should end up with is 66.667%
